Parliament of India
Achieving 100% Content Accuracy in Legislative Video Archives
Case Study
Problem Statement
The Parliament of India maintains a massive library of video proceedings (18,000+ hours).
However, navigating these archives was labor-intensive, as users had to manually scrub through hours of footage to find specific debates, statements, or mentions of policy.

Challenge
The primary hurdle was the linguistic diversity and acoustic complexity of parliamentary sessions. Competing vendors relied on standard Speech-to-Text (STT), which struggled with varying regional accents, background interruptions, and technical jargon, leading to frequent transcription errors. We needed a solution that guaranteed absolute fidelity to the official record.

Solution
We developed a bespoke AI synchronization engine. Instead of relying solely on raw STT, our system leveraged the Official Debate Texts (the Hansard). We used AI to forced-align this verified text with the session audio, creating precise timestamps for every single sentence.
-
100% Accuracy: By using the official text as the "ground truth," we eliminated transcription errors.
-
Hybrid Multilingual Search: We built a search interface that combines traditional keyword facets with a multilingual semantic layer, allowing users to search across languages and contexts simultaneously.

Example of Impact
-
User Query: "Effect of international cost of fuel on domestic rates"
-
Filter Applied: Member X
-
Result: The system retrieved a speech where the member cited gasoline price percentages in the USA, Canada, and UK. Even though the words "international," "cost," or "fuel" were not explicitly spoken in that segment, the AI understood the contextual relevance to global energy pricing.

Conclusion
Our solution secured the highest technical marks, outperforming competitors by solving the "accuracy gap." The Parliament now possesses a searchable, high-fidelity digital archive that saves researchers and officials hundreds of hours of manual work.
